Yes, that's safe, higher current will not damage your camera, the higher current provided by power bank means that the connected device will be working more stable.
Any connected device will only draw as much current as it needs, so long as its power source can supply it, in this case, limit is 3A so that means you can connect 3 devices which draw 1A current at the same time to the one port (1A x 3 = 3A).

Is it safe to use a power bank in summer inside the car cabin?

The power bank has multiple safety features included a hi-temp cut-off limit, and if the temperature reaches 60°C or more, the power bank will not take charge. That's happening for safety reasons because internal Battery Cell structures can degrade when charged in higher-tempearatures. We do not recommend using the power bank if the temperature reaches more than 60°C.

The power bank will not take charge if the temperature reaches below the freezing point. Once when the temperature will be higher power bank will start operating normally.
